The Federation Revenue Law Initiative (ILIF) sets a goal of 4.6 billion pesos (bp) for the arrival of tax revenue collected by the Tax Administration Service (SAT) in 2023, and to achieve this, the revision to large taxpayers and intensify actions against smuggling, assured this Monday with Raquel Buenrostro, head of the Mexican treasury.

“There are actions in which more work can be done, more can be done, there is the law, there is a universe of 12,000 large taxpayers, of which we have already reviewed 3,000, so 9,000 are missing and we have many sectors that have not been reviewed”, Buenrostro explained when participating in the Expansión Summit 2022.

According to the ILIF, 56% of total public revenue will come from tax collection, without applying changes of great importance for the following year, since there will be no fiscal miscellany.

So far in the current federal government, there has been no major tax reform, but actions to prevent avoidance and evasion have been reinforced, especially by large companies that did not pay taxes or paid poorly “for the sake of contributing to the generation of jobs”, commented Buenrostro.

The official explained that as a result of reviews and audits of large debtors by sector, companies are voluntarily catching up with their tax payments, which has helped increase collection, especially ISR.

out smuggling

There are other actions such as the obligation of the Carta Porte for the transportation of merchandise, and that has the objective of ending contraband, since it helps to identify the SAT when there are stolen merchandise. For this action, we have the support of the companies, since this practice also affects them, on average it is estimated that smuggling affects 30% of all economic sectors, said the official.

Therefore, eradicating this practice would help increase tax collection; “We have a universe, a volume of 30% that is in the informal sector, and we must continue to rise to the formal sector,” said the head of the SAT.

There are also other factors that will help collection the following year, such as the registration of taxpayers to new tax regimes that seek to facilitate the payment of taxes with the new Simplified Trust Regime (Resico).

“There are other factors such as the Resico, which in the case of individuals there were 700,000 now there are two million taxpayers, little by little the tax base rises, the inertia of growth, there are many factors that are taking shape, maturing that can help maintain the collection, right now we are bordering on meeting the goal, but we are meeting. The point is not that the same as always pay more, but that more taxpayers pay their taxes, “said Buenrostro.

The head of the SAT explained that the availability of appointments has decreased due to less personnel available to serve taxpayers due to the pandemic; a transfer of information necessary to provide care, in addition to the acquisition of more technological equipment.

“A contract was delayed, it was signed in June, the information was transferred, but we have already bought more equipment, it should no longer be a problem, and the base personnel is already there,” he commented.

He announced that the SAT is working on a pilot program to bring service centers closer to the taxpayer and expand the availability of appointments, which, if it is positive, will be implemented throughout the country.
