Keeping dogs in chains is “fundamentally” prohibited, said Klöckner to the Rheinische Post, which is published in Düsseldorf. The requirements for dog breeding would also be tightened. “A minimum time of four hours for the daily handling of the puppies is then given, for example,” said the minister. The 48-year-old also appealed to the responsibility of the animal keeper. Anyone who wants to keep a pet has a special duty of care. “You have to be aware of that,” says Klöckner. Education when dealing with animals is crucial.
