The construction of Dos Bocas exceeded Pemex's goal for 2021 by 52%

Progress in the construction of the new Dos Bocas refinery during 2021 exceeded the goal set for the year by 52.4%, according to information provided by the state oil company and taken up in the latest report from the Superior Audit of the Federation (ASF).

The federal government has July as the project’s inauguration date, although it is not clear if the refinery will be able to be fully used by then. The document does not mention the amount spent until last December. But, as reported by the state company to the ASF, until the first half of 2021, 31% of the resources had been spent.

According to the latest public figure, the total cost of the refinery will be 8,918 million dollars. At the time, Rocío Nahle, the Secretary of Energy, said that the increase was due to the addition of new infrastructure works adjacent to the refinery. Last January, Bloomberg assured that the work would have a final cost of 12,500 million dollars, citing people familiar with the matter. The Audit does not mention anything related to the final cost of the president’s flagship work.

The Audit date scheduled by the federal government. But he has avoided commenting on how likely it is or not that the refinery will be ready in the time frame that has been promised.

Although the report delivered yesterday analyzes the efficiency of spending and work in 2020, the Audit details in the document that the construction of the megaproject in Tabasco had an advance of 72.4% as of December 31.

A year earlier, in 2020, the goals set for the construction of the refinery were not met, says the ASF. Regarding the established objectives, the progress in the construction of the project in Paraíso, Tabasco, remained at 90% of the goal and only 76.4% of the resources contemplated for that year were spent. Then Pemex told the ASF that the percentage of progress reported was lower because a series of documents provided by contractors were not included.

“In the opinion of the auditing group, in 2020, Pemex, PTRI and its subsidiary company PTI-ID complied, in general terms, with the activities of planning, coordination, risk management and supervision of the progress of the construction project of the Refinery of Dos Bocas”, says the document.

The Audit also found “probable damage or loss, or both, to the Public Treasury for around 46 million pesos in various stages of the project.”

The ASF report published on Sunday contrasts with the one delivered a year ago, which assured that the refinery began to be built before its technical and economic feasibility was demonstrated. In addition, he pointed out that the work had a great risk of being underutilized due to the little success that the strategy to increase national oil production has had.

Last year’s conclusion But this year has been different. “No delays, no cost overruns, the observations made by the ASF have already been resolved and we will continue working with that unit so that Dos Bocas comes to a successful conclusion,” Nahle wrote in a message on his Twitter account, hours after the report was published.

Why Pemex is choking the production of one of its priority fields

The state-owned company has at times obtained more water than oil from the field. A large amount of water extracted could lead to a premature closure of the field, analysts say.
