Answer: generally yes. Travel rules implemented by Congress in the years after the September 11 attacks now require US travelers to have a US passport or passport card for all cross-border travel, including by air, sea, and land. The only exception is if you are on a so-called "closed loop" cruise that departs and returns to a US port such as Ft. Lauderdale, San Juan, or New Orleans; then you only need two forms of primary identification to travel.
