The tax reform seeks to simplify procedures and provide legal certainty, says the SAT

Mexico has room to approve a tax reform without an increase in taxes, since there is still an evasion that leaves losses to the public coffers of 1.4 trillion pesos, said the head of the Tax Administration Service (SAT), Raquel Buenrostro .

What will be sought with the initiative, which will be presented in the second half of this year, will be administrative facilities and provide legal certainty to taxpayers, he said.

“A tax reform (with increased taxes) seeks that captives pay more and others pay the same. What is sought is tax justice, that is, that everyone pays what they have to pay according to their income level “said the official at a press conference on Monday.

Buenrostro considered it sustainable to maintain this position, however, it admitted limitations in the SAT. He explained that in the area of large taxpayers 800 audits were carried out last year, while in the rest of the areas there were about 100,000: “we cannot do more.”

Of the 1.4 trillion pesos, about 700,000 million pesos (mp) are in the range of large taxpayers, in the reporting sector there are 500,000 million pesos, while in customs and foreign trade there are 150,000 million pesos.

The head of the Treasury said that the tax reform proposal that will be presented in the second half of 2021 will revolve around the axes of legal certainty and administrative ease: “make it simpler to simplify the registration of a company, so that in a single The entrepreneur visits and registers his company (…) that also implies a lot of investment in technology, “he said.

The other is the legal certainty in the taxpayers, especially in the large ones because there are criteria to interpret the law in a different way, which leads to a discrepancy in the payment of taxes, so “we will seek to specify the wording.”

Raquel Buenrostro ruled out changes in the way of working with the arrival of Rogelio Ramírez de la O to the Ministry of Finance, highlighting that they have collaborated in the past, especially when Andrés Manuel López Obrador was head of the CDMX government. “I’ve known him for over 20 years,” he said.

The International Monetary Fund (IMF) last year called on Mexico to enact a tax reform once the recovery from the COVID-19 pandemic takes hold, with the aim of boosting the economy and supporting spending in the medium term.

G20 countries, including Mexico, are considering a broader deal next month in Venice, following a landmark G7 deal reached over the weekend that aims to get more money out of multinational companies and reduce incentives for tax havens. abroad.
