The 48 countries that the Treasury considers as tax havens

The “Pandora Papers” are the result of an in-depth investigation that more than 600 journalists and 150 media outlets around the world have carried out during two years through the International Consortium of Periostas . They have brought to light an international network dedicated to tax avoidance and evasion involving personalities from all over the world, including more than 300 politicians from 90 countries: Abdala II from the West Bank, Claudia Schiffer, Pep Guardiola, Tony Blair, Corina Larsen , Shakira, Vlodimir Zelenski, Elton John …

What is a tax haven?

It is known as a tax haven to that territory where the creation of companies is practically its only activity . It offers great tax advantages to foreign citizens and also protects your anonymity. One of the main criteria for identifying countries that can be considered tax havens is the lack of transparency and the absence of systems to share information with the authorities of other countries.

Even so, there is no official global list of jurisdictions of this type. Each country decides for itself which ones it considers tax havens. In 2015 the European Commission published its own list of 30 states, but this 2021 the registry has been reduced to 12 “non-cooperative countries” : Dominica, Anguilla, American Samoa, Guam, Fiji, Panama, Palau, Trinidad and Tobago, Samoa, US Virgin Islands, Seychelles, and Vanuatu.
