The appearance of air bubbles in a glass of water does not depend on whether or not it is at rest, but on how the solubility of the gas in the liquid changes as a function of temperature. When filling the glass with tap water, its temperature is usually lower than room temperature. If we leave the glass still, the temperature of the water increases to balance with that of the environment. This causes the solubility of the air dissolved in it to decrease. At that temperature, the volume of water cannot contain any more air , so the excess is manifested in the form of small bubbles.
