If there is a sign saying that you cannot go to a garden, there will be half a dozen kittens walking peacefully through it. If there is a cushion on the chair that clearly indicates that the dogs should not climb on it, there will be a dog snoring on it. If even birds build their nests in unsuitable places as ultrasound devices that serve (are they ?!) to repel birds! This is anarchy!
